Carpool laneとはフリーウエイの中で特別な車だけが走れる車線です。
Poolという言葉を英英辞典で見てみると、
group of things というのがあります。

同じ条件の集まりと考えると、わかりやすいと思います。
Carpool lanes and Onramps
